The project aims to establish a new photovoltaic (PV) module production factory in Italy, specialising in n-Type and xBC (Back Contact) technologies developed in-house. The factory will produce up to 7.6 GWp of high-efficiency PV modules during its first ten years of operation. FENICE is a pioneering initiative addressing Europe’s reliance on imported PV modules in the solar industry. The project is dedicated to producing high-quality, high-performance back-contact PV modules, bridging a critical gap in European manufacturing capabilities. Using n-Type and xBC technologies is expected to achieve module efficiencies of over 24%, offering a competitive alternative to traditional modules. FENICE is expected to reach a 100% relative greenhouse gas emission avoidance compared to the reference scenario.

A Strategic Role in the European Photovoltaic Supply Chain
The project aims to become a competitive player in Europe by leveraging existing n-type technology to achieve higher module power and lower levelized cost of energy. Doing so can make the PV modules supply chain more accessible and enhance the region’s competitiveness in this industry. The electricity generated by FENICE’s PV modules could cover the electricity demand of approximately 2.5 million households annually. The project is also expected to avoid the emission of 2.5 million tonnes of CO₂ equivalent over its first ten years of operation. FENICE will use advanced manufacturing techniques to produce its modules, reducing their carbon footprint below 400 kgCO₂2/kWp.
The European Renewable Energy Targets
The Renewable Energy Directive has established a series of ambitious targets for the share of renewables within different sectors. The new rules set an indicative target of at least a 49% renewable energy share in buildings in 2030. Wind and PV renewable energy will provide most of the installed capacity to achieve these targets, and FENICE can contribute to their accomplishment. In addition, this project will enhance the EU’s energy security by reducing dependency on imported PV modules and promoting local production. Indeed, the project aims to produce PV modules adaptable to several building types and provide solutions for various residential contexts.

A Strategic Facility for the Italian Photovoltaic Industry
Due to its strategic location, the factory will be built in Cittadella (Italy). It will help revive the local PV supply chain, thanks to its convenient location for market access, solid industrial infrastructure, and expertise in solar energy. The project will create over 250 direct and 380 indirect jobs. Creating a PV Academy to promote cooperation between R&D centres, universities, and industries could also help bridge the gap between research and industrial production. The project FENICE is a significant step towards re-establishing a European PV supply chain. By leveraging support from the Innovation Fund, this project can be replicated in other countries, contributing to a more sustainable and self-sufficient energy future in Europe.
